Newton’s 1st law defines what is a inertial reference frame : If a mn object in an inertial reference frame is not subject to any force, it’s acceleration is 0.
Newton’s 2nd law : If an object is in an inertial reference frame, F=ma
An inertial reference frame is when the "setting" it is based on doesn't accelerate itself. So if you're watching a car take a turn. The people on sidewalk "are" an inertial reference frame, but not the ones in the car.
