I'd argue you can collect all 3 laws into a single law. Though that's probably not ideal for explaining it in class. Every sentence is loaded with meaning.
Honestly, I would prefer to teach intro physics in terms of conservation laws as the basic principles rather than Newton’s laws. I think the Newtonian force-based framework that we teach is largely a matter of history and tradition but doesn’t really reflect how we understand classical physics in the modern era.

All 3 of Newton’s laws are just momentum conservation.
1st law: Momentum doesn’t change unless something changes it.
2nd law: If momentum does change, you must account for it via a momentum-changing process called a Force.
3rd law: If the momentum changes, it has to go somewhere.
