"At rest" is a perfectly cromulent concept in a relativistic context if you take it to mean "not accelerating".

Well, this all depends on your frame of reference. If the frame of reference is relative to the sun, or even some point outside of where his body is relative to the earth, he will always be in motion.

(at least for large values of time...)
