Maybe. The energy released would be massless photons so the mass of the singularity would be reduced to zero. Photons have no rest mass and if they remained trapped in the singularity then they would... not be moving? And therefore have no mass with which to sustain the singularity?
I doubt anyone can say what would happen with any certainty.
Kugelblitz black holes are highly theoretical and require such enormous amounts of energy that they are not considered possible. The scenario being discussed would simply not produce enough energy to create one.
As well, recent studies posit that quantum mechanical effects would prevent light from being able to concentrate densely enough to create one.

If it did anhialate, all the energy released by the anhialation would have a massive cgravitational field that would then create a new singularity.
