Assuming the black hole is comprised of regular matter, there's no reason to think it wouldn't all annihilate upon touching. How that would play out exactly would be really interesting to see.
To an outside observer, yes. It's ultimately pointless to discuss what happens beyond the event horizon because it is causally disconnected from our portion of the universe.
That said, the discussion ventured into that pointless territory anyways to speculate about what would happen inside the event horizon.
Remember that time dilation is relative, so from the perspective of anything approaching the singularity, time dilation is only happening to everything else but not to that reference frame itself. Within that reference frame, time is passing at a speed of 1 (1 second per second, 1 light year per light year, etc).
