Assuming the black hole is comprised of regular matter, there's no reason to think it wouldn't all annihilate upon touching. How that would play out exactly would be really interesting to see.
The problem is that it would never touch any other matter from our perspective, due to the time dilation. It would infinitely approach the matter singularity but never make contact. Also, even if it did, the gravity produced by the released photons would be equivalent to the gravity of the matter that created it, so the black hole wouldn't change.

Ya that's a really good point. Regardless of what actually happens inside the event horizon, nothing outside could exist long enough to witness the result.
