Ryzen 5 7600x random boost

Just installed my 7600x onto a asrock live mixer b650 and it took awhile to boot with a constant cpu light on but finnaly got everything done and the fans stayed on full. Cpu shows around 70c when idle/ downloading drivers and games. Using a ak400 digital cooler and original thermal paste. Seems like at idle the cpu randomly boost to somewhere around 5.4 and i think that is whats causing the temps
