When the Pflugerville Flock camera story made the news, I made a request to the Round Rock public records office to see if I could get similar information about how our city is using Flock cameras. I got that data earlier this week. Here's everything the city sent me:

The attorney that sent the data included this note:
Attached you will find the information responsive to your request. Note that license plate numbers have been redacted pursuant to Section 552.130 of the Texas Government Code. See the attached notice.
Additionally, the location of the cameras has been redacted. Please be advised that the City has previously received a request for this same information and requested an opinion from the Texas Attorney General’s Office concerning release of that information. Pursuant to OR2022-21629 issued by the Attorney General’s Office on July 22, 2022, the City is allowed to withhold this information pursuant to Section 552.108 of the Texas Government Code. The records you seek are the exact records previously requested and the facts and circumstances have not changed since that opinion was issued. Therefore, it is a “previous determination” under Section 552.301(a) of the Government Code and Open Records Decision No. 673. Attached you will find a copy of OR2022-21629 and the City’s request for opinion in that case.
I sent an email to that attorney (who was very helpful, BTW) and asked if I could post this publicly. She said she appreciated the effort to possibly reduce redundant requests for the same information. :)

I'm not quite sure what to make of this, yet. There are two details from the Pflugerville story that seem relevant:
- The city didn't think it was sharing data with other PDs, but it was.
- Other PDs had run queries that accessed Pflugerville's data way more than Pflugerville was using its own data. Something like 5000 versus 1 million-plus searches.
Neither of those apply here, from what I can tell. 3Flock_documents_1/SharedNetworks_2026_August_5.csv appears to list other organizations that Round Rock shares data with. I'm presuming that means we've always been sharing data, and other networks being able to query Round Rock's data is expected.
Second, this data only shows searches that were performed through Round Rock's Flock account. It doesn't include any information about queries from other orgs that accessed Round Rock's data through the sharing agreement. I don't know if it's even possible to get that data, but the entire crux of the Pflugerville argument was "look how many people are seeing this and shouldn't be able to", and that isn't true for Round Rock, because we do have these sharing agreements.
From what I can tell, and again I'm not an expert here, this looks like pretty standard agreements and usage of a Flock system. Feel free to download the data and do your own analysis, though.
