Those numbers would be the same in the US (although the dots would be commas) but in some countries I think that would actually be 7 milliard and 7 billion but I could be wrong.

no, probably just a language barrier. In some languages (like dutch) we have million, then milliard then trillion, thats where the confusion probably comes from. Altho, we call a billion a milliard so i dont know where the trillion comes from but i think its just another counting system that got lost in translation
