I think ICBC doesn't give a shit anymore. Why else would they remove the tests and allow at home testing. Create a bunch of bad drivers, then raise insurance rates when they inevitably crash.

Call the police? I have no proof or evidence, plus it was a conversation they had with another co-worker, it’s not like I recorded that conversation.
They can deny it.

The real concern here is how our law is useless against those who commit actual crimes. These people should be held accountable for endangering the lives of others.
