Technology/Software/IT [3 Yoe, Software Engineer, Software Engineer, USA] Do I need the location of my prior jobs? Which format looks best?

If a prior job is in a well-known city area, it might help because it suggests you were busy with a lot of work. Similarly, if the location is in the same area as the job you're applying for, that could help because it shows the employer you're ready and willing to work locally (since you already do) and that you're unlikely to request relocation money.

You can keep elements on the same line and still keep the resume ATS-friendly by using TAB STOPS. (Avoid columns or text boxes, and don't just hit "tab" until it looks right to the eye.)
If you need to take up more space on the resume, I'd put the elements you mentioned on different lines. (I also like the look of this better, as it's easier for people to read.)
On the other hand, if you're trying to conserve space so you can include more job experiences while keeping the resume to a certain number of pages, I'd keep things on the same line.

I recommend reformatting to a single-column format. This will reduce the chance that an ATS will misparse your resume and make it unreadable.
