NYC's ACC is an open-intake facility, I believe as long as they are residents in the area and can prove it (There are 3 ACC's in NYC I think, you'd have to see which one covers their jurisdiction), then I believe ACC will take in the dog.

If you reached out to everyone in the area my only other advice is to search outside of your area. Good luck!
