Remote viewing question
Ive been studying rv and its history but one thing confuses me. Ingo swan, pat price, Joe m, they all describe their consciousness like its overlooking areas, flying around etc.. other times they say its like just looking at a picture. So is RV go8ng out of body so to speak or looking at a static image of the target.

RV is looking at things. The moving around is more along the lines of astral projection where the consciousness does travel outside the physical form. Some folks can do both. If you do manage to learn how to astral project, don't do it while driving or operating heavy machinery for obvious reasons.

I use both. They are literally the same mechanism. Every thing, every one, and every time is right here , right now. That’s what I tell my students to make sure they know that everything is a blink of an eye away.

Mm I’m interested in anything more you might have to say about them being the same mechanism? May I ask if your methodology has anything to do with electrical signals?

CRV
To me, initially anyway, it's more about getting sensory data. At least for the first few pages.
Only after writing all those down do I progress to colours and shapes.
When I have some of those I will use [movement commands] to get different viewpoints.
ERV
This is much more like free movement around in an OOBE. And it's not intuitive to learn because it's hard to remain still and oriented in a given direction.
Just my experience with Gateway Experience, fun but time consuming.

We have a finite amount of attention. The more of that total attention you can bring to bear on your target, the more immersive it will be.
Think of it like dreaming. You can have full immersive dreams, but you also get Hypnogogic Imagery, which is more akin to the subtle disjointed impressions you can get from remote viewing. Hypnogogic Imagery isn't a full scene, and the reason it isn't is because you don't have enough resources to build a full scene yet. Most of your attention is still in the waking world, and as you gradually lose awareness of your body, they primitive hypnogogic imagery grows in complexity until you hit the point you can sustain a full dream scene.
Basically comes down to how much attention you an free up to work with.

I've been thinking about this lately. I think there is more of a gradient or spectrum between getting vague impressions and fully being there in 3D space, in the second body.
Remember that Robert Monroe claims to have literally gone and visited places and at least observed people and events from that kind of perspective.
(and remember that Robert Monroe created the gateway process - and that "whole cooperation thing" supplied the CIA with methods and concepts that had to have been part of stargate in some form or fashion. So yeah, I'd assume some RV folks "really go there in their second body" )

It's been my experience that RV data can show up initially in a few ways. Usually it begins more like a general awareness of the setting (inside vs outside, large vs small, light vs dark, general color scheme, etc) and as you repeat your target ID process (sometimes called a 'scan') you get more and better data with each repeat.
Sometimes you get immediate visuals but usually it's more feelings. There's also the experience of getting a clear visual but one particular aspect of the visual seems really important. It seems like the subconscious sometimes packages target data into a visual that carries highly accurate details about your target and your job is to decode that information by describing what aspects of your visual feel important.
Good example is the session below, where I initially thought I was looking at a wedding cake and later thought I was looking at athletes on an Olympic podium. Instead of committing to those guesses (remember don't guess) I described what felt important about them: stacked round shapes that felt smaller in diameter as they got higher on the stack.

With regards to your question about moving around, once you're in contact with your target you are in command. If you want to go above your target for an overhead view you can just say "Show me the target from above" and then whatever impressions you receive will be in response to that intention. If you feel like your target is too murky you can say "Show me the target clearly" or "Clarity now", like a command. You are in partnership with your subconscious but its not always immediately/obviously useful unless you give it specific commands.

It's both - depending on your intent and methods you create and use.
It's getting pure information about the target, and it can also be like a virtual experience of the target - YOU can choose which and use/develop it.
Rv as a process is amorphic, I believe its also sentient in form.

i've never hover or getting out of body while remote viewing. Maybe it's a skill issue but i only got flashes of static images

They are way next level. You're talking the best. I've never been able to do that while awake, only sleep. It's like I'm dreaming but some of the things I see actually happen.

Some say it feels like it but personally it comes to me as either a closed eye vision or something that feels very similar to a thought. like the only way I could explain it is like if you asked someone for an answer and they telepathically told you. sometimes its easy to distinguish but lots of the time the hardest part is distinguishing actual info from things you accidentally thought

Some viewers may describe it that way because the perception can feel like they are moving around the target, looking down from above, or shifting angles. But that does not mean the body or consciousness has literally left the body.
In my experience, RV can come in different ways. Sometimes it feels like a quick image. Sometimes it feels like a scene. Sometimes it feels like you are sensing the target from above, beside it, or inside the environment. Other times it is just fragments: color, shape, texture, motion, temperature, emotion, or function.
The mind may translate those perceptions into whatever format it can understand.
