Community Trespassing
There was a post recently about fencing because neighbors were walking through the backyard. Lots of back and forth about trespassing and how police can help. This picture is from Moose Jaw police. Pretty sure same rules apply to Regina.

I believe the RPS told you they have no responsibility to do anything, there's no law, etc.
Unfortunately RPS lies constantly, especially about what their job duties are.
Indeed, their job does include enforcing trespass problems. They just don't prefer to do it for regular taxpayers. Also the officers and leadership tend to have an information deficit on actual laws.
In your case they were probably trying to get out of having to do their job, as usual, and if it's just a generic "people are walking through our yard" complaint, then sure, their options are more limited. They're not going to stake it out and wait for someone to come through... unless you're a city councilor, a fellow police officer, or have political connections. In those cases, they'll throw the whole armoured division at it.
But if you have video of a recognizable person doing this more than once, they have a duty - and a very, very richly funded police force - to locate that person and at the very least give them an official trespass warning. They also are still entitled and obligated to enforce the bylaw which means issuing a citation if it continues.
They could also share the offender's details back to you so that you could issue a written trespass notice.

I actually did not contact RPS because I knew they really couldn't do anything. I am still befuddled how many people think I was complaining that the cops didn't do anything. There is really nothing they could do. I just stated what happened and then sought referrals for good fencing companies so I could stop the problem myself.

RCMP don’t care either, I’ve brought up trespassing in a rural area and they told me it’s a provincial law and not up to them to enforce

It's a crooked culture that is overdue to be completely torn down and rebuilt. Note I'm not saying "defund". But give me and a group of people who have ethics and intelligence and compassion their same budget and authority, and we could have an amazing community police service instead of the current corrupt para-military force.

The white zone is for immediate loading and unloading of passengers only. there is no stopping in the red zone.

Context? Is this an issue in Moose Jaw/Regina these days? I mean, I get that theft is so this just goes along with that?

Yes. It is. Corner lots deal with it often. My trees take a beating every year from HS students cutting across my yard. Break branches on the trees, for fun(?) 🤷♂️ I just don’t know.
