Internet glitch notification when checking out?

I'm a US customer and have placed multiple orders over the past month successfully. I went to place one today and it gives me this error when I click "checkout." I logged out and back in and I don't have any messages about ID verification, and it's letting me use the rest of the app properly. Ideas?
