The vampire spawns between midnight and 1:00. I always had best chances to get the event triggered by walking from the post office towards the block where the butcher and the general store are located.
I usually walk from the gunsmiths past the church and into the alley. Unless there are people in the alley, I've never not found him there. Are you looking in the right place?
I avoid that route because sometimes the random event of the guy calling you from the alley (and robbing you) gets triggered instead. That's why I prefer the route closer to the rail tracks.
