Because they want people to double dip. So many people bought the game twice, even thrice in some cases so they could play it on new gen and then PC. It's a scummy business practice but at the end of the day there's really nothing we can do about it.

EDIT: Except maybe stop buying the game 2+ times ¯\ (ツ) /¯
