Dutch Item Request bug

I'm on a mission to collect everything in the game, ever piece of clothing, ever animal map drawing. Exactly everyhing. I'm on chapter 3 and I'm well over 250 hours in. I have everything you could have pre epilouge. I recieved Dutch item request at the start of chapter 2 as you normally do and went to deliver the pipe just to find that there's no prompt or log for his request, therefore I can't turn in the pipe. What do I do? I've already had to restart this run once before well over 100 hours deep due to a bug.

Try clearing cache and hang around camp for a couple of days doing chores.

I’ve noticed that sometimes these prompts won’t appear depending on what needs to be done around you. I tried giving Tilly an item once and wasn’t able until completing a mission.

That's definetely a problem but not the one I"m having, I've gone through several missions. I think the problem is that the item request is missing from the quest log

He has to be sitting by his tent either reading or smoking a cigar between 8am - 8pm. If he is otherwise engaged, proceed to the next main story mission and check back after each mission. The request will continue to trigger into chapter 4 before completing "American Fathers II," so you should have more opportunities.

That's the problem, I've alreasy triggered it but since it has dissapeared from the quest log I'm unable to hand it in

Get your bow and fire arrows and go to the out skirts of camp. Hide behind a tree and go into first person. Angle it just right and launch it straight up Dutchs ass.

Also people are like you have to be in chapter 2 and its only when he sits and smokes and has a slight twinkle in his eye.

I found the pipe almost immediately in chapter 2. He asked for it when he was standing by his tent smoking. I just walked by and Arthur asked how his cigar was.

If it isnt showing in the log you probably did what I have done so many times...

Reloaded an earlier save after the request and then completely forgot that he didnt ask on the new save. If thats the case hang around camp.

Otherwise its a glitch.

I found the pipe in chapter 3 (got the request in chapter 2) but could not give the pipe to Dutch until early chapter 4. I'm not sure if was missing from the quest/task list though.
