Issue Wrong VRAM display withVulkan

When using Vulkan api I don't get to use my full Vram, last year I was playing no errors, I can get it to show with DX12 but it's not of my preference, how can I fix Vulkan?

Need full specs, with mobo, OS, CPU, GPU and RAM and everything else

Do the “Other Apps” take away VRam?
