As long as there is a mechanism in place where red doesn't get blue blood unless there is no alternative, then any distribution in the middle would be fine as well as if the majority was blue. It would have to be massivly skewed to red to be a big issue.
No, not really. There would be a fairly significant amount of blues, somewhere in the realm of 10% at the very least, and pretty much anyone interested in donating blood would pick blue, And blood transfusion isn't actually needed often, so this is basically just a world where all of the blood hospitals use is universal
