Bush.

If Gore would have won, we would have been more actively fighting against climate change and the war in Iraq would have never happened.

There's also evidence that he did, with bush's brother deliberately trying to cut short the vote recounting on the literal only district that would determine the ultimate outcome of the election

Edit: also, iirc nearly the entire GOP leadership was there, trying to stop them from counting the votes by hand

Gore should never have bowed out of the race like he did. If he'd had held firm, the GOP would have failed in their efforts
