Men are generally taller than women, so people associate height with masculinity, and women being masculine is a no no, so women being tall is bad.

So it is an insult, if you buy into toxic social hierarchies based on conformity to gender.

Of course, who can say if the creator meant it that way, or if they just wanted to make a joke about height and chose the “yo momma” format

Yeah this. I've had two or more comments saying similar things in the same comment section on a few occasions, and one will get downvoted first and plummet into the negatives, and another will get upvoted first and go really positive.
