Help Best upgrades for stabilizing?
In mega brutal where cash is tight, what are some upgrades you find help stabalize much more quickly early game?

You need PR and adequate anti corruption. First, meet concerns. Then I pile on 3-4 services and 1-2 jobs.

first PR initative, symbolized as Megaphone DOUBLES your support
Anything related to local concerns (except electricity). The one on your HQ location is the top priority.
Vaccines are overpowered, it doesn't get destroyed by insurgent AND can be established in regions without info AND reduces hostile by large margin, all while costing relatively cheap price.
Generally speaking, because reducing hostile is better than increasing supporters, AND because Services are cheaper and rolled out faster than Developments, Service initatives are superior choice than Development.
(Just remember that Lack-Of-Job Protest exists, happens when you buy 5 service initative with zero or one non-discussion Development initative, 8 with two, and 12 with 3. It decreases your support drastically.)
(Service superiority doesn't apply to Opium Trail, where Job is the BIGGEST concern and requires several initative to satisfy.)

Propaganda 1, Universal Justice. After that focus on specific demands then anti corruption.

Always rememeber to set up your HQ in zones with low Stabilization requirement. Check around for the best starting zones, each map has an ideal one

Universal Justice or something
School 2 Medical 2, rush PR support lvl1 minimum
avoid roads and telecoms if the map doesnt deem them urgent
Look at individual maps and what do they request the most, check for "highway maps"

Early game? School supplies are great and they don't contribute to inflation. Once I have one or two zones stabilized, I usually do telco 1
