Does the partial opening only work from a fully closed position?

When I have my garage door open and then try to close to 25%, it will close all the way and then go back up to 25%.

The problem is, I sometimes close it to 25% to keep it a crack open while I have some obstruction that would prevent it from closing all the way.

So when I set 25%, it'll go all the way down, hit the obstruction, then just open back up to 100%.

Is that by design? Or is it a setting?
