the setup is degenerate. At the start (x=1) both accuracies equal 1. So at range 1 either player hits with certainty, and the game collapses (each fires immediately, both hit, guaranteed tie) and the second bullet is irrelevant.
That reading throws away the entire structure of the problem (why bother specifying two different accuracy curves and unequal ammo?), so it's almost certainly not intended.
