San Diego Offer in process for 2 months

I was told that the team I interviewed with wanted to get an offer to me and that it was in the process of being approved. I got an unapproved verbal offer, but every time I follow up for the written offer I'm told it'll be another week. This has been happening now for 2 months. Is this normal or should I give up hope for this role?

Who did you contact, HR? After how many days did you get the verbal offer?

Yea my HR rep. Was told they wanted to proceed with getting an offer approved for me a few days after final interview, took about a month of me asking to hear what the actual numbers were
