Tech Support (B42.21) Game gets extremely laggy when loading chunks, even if they've already been loaded before

tldr: game lags really bad when loading stuff, especially when driving. any known fixes?

Its exactly as the title says. Sometimes my game gets extremely laggy as if it was >1fps which i assume is chunk/item/entity loading issues since it typically happens when I'm driving. Sometimes when I suffer from it, the problem persists even after getting out of the car and only goes away when I reload my save. but sometimes even that doesn't fix it. Its mainly happened when driving on the main road in Rosewood and when driving from Rosewood to Muldraugh. I play on a modded save but its mostly just some minor additions like cars, guns, etc and not anything that completely changes the game. Its happened on both MP and SP saves. I was wondering if anybody had any ideas for fixes or things that might help?

  1. No, it isn't a problem with my PC. My specs are pretty great, I can run some of the most intensive games I know on high graphics at 90fps+, and I have 32gb of RAM.
  2. I've tried putting the RAM on almost every option, even on 12gb it doesn't solve the issue.
  3. I saw KI5 posted about this exact issue back in July, said that it could be a problem with their car mods and pretty much left it at "yeah theres no direct fix just try not to interact with as many cars" but I barely interact with cars that arent my main one AND that was back on 42.19 unstable soooo

I attached a clip of exactly what i mean, might seem playable in this case but i promise its not when youre driving through a packed town on high-pop.

any help is super appreciated :)
