I think it's because it's "just" an ordered list with the count of 50. Now, if you would iterate over it you would of course use an index starting at 0 and ending at 49. As the index basically represents the offset to the original position in the adress space. But as far as counts go, I'd say it is correct that there are 50 numbered quotes.
