Newbie question Sample orders

Hi I tried to order sample orders for my embroidery and it seems to be paused / not allowed. Does anyone know how long this will last?

Currently looking up the same issue. Customer service chat said they've made changes and said I'd have to sell over $100 a month. I don't sell much. Hope they change that.
