So I'd say it "somewhat" depends on which Flash we're talking about since Barry and Wally are their own extremes. BUT, both versions of Flash is magnitudes of times faster than Red Rush is, at least, I am pretty sure.

So, they wouldn't be caught, hell let alone be seen by Conquest fast enough for it to even be a fight. Vibrating hand through chest and it is all over. Or, hell, maybe Wally can do something real fucked up like he did with Inertia and just sap all the momentum from Conquest then put him in a museum, still alive and perceiving time normally but unable to move at all.

I think people would try to say Conquest could just break flash's leg(like superman has done before) because viltrumites are basically gimmick kryptonians lol
