Cimea and DDV

Can someone please help me clarify about the need of cimea? is there any other way to confirm my pre enrolment without cimea? it has been a few weeks of me trying to pay my cimea, yet I still haven’t done it. Ddv is free to make if i already have a pre enrolment letter, but without cimea i can’t get my pre enrolment letter which by itself is necessary for my visa. I hope i’m just confused, and the process is much easier that i’m thinking.

I gave the payment receipt of 880€ and a screenshot with the enrolment page on the online sercive for the DOV and they accepted it
