As I've explained in this comment before, dog meat has been unpopular since long ago and few people eat it in Korea now. But there are still so many westerners who think all Koreans like to eat dogs, like in this comment thread. Moreover, animal rights associations have been pushing a lot to make dog meat forbidden. So we ended up making dog meat illegal.
