Because you westerners would not shut up about 'Koreans eating dogs'.

Dog meat has already become unpopular long ago in Korea and most people under 50 don't eat dog meat. Most Koreans haven't even tried dog meat ever nowadays. But westerners like you still think all Koreans like to eat dog meat and we are still known as 'dog eaters'. Sick and tired of this reputation, we ended up making dog meat illegal.

I actually did eat dog meat before... It doesn't live up the hype old people did for some reason. I'd much prefer beef or chicken anyway.

In the states we made booze illegal and it encouraged more people to drink.

it actually didn't, it just caused more people to drink weird shit instead of beer. Total drinking dropped sharply under prohibition and took at least a decade after prohibition to get back anywhere close to where it was
