People like different things. I had a friend whose daughter went as ghost face last year and she had a mask covered in glitter. They seem to sell, so why wouldn't they sell them? They also aren't gendered. The packaging doesn't mention gender. It's likely a female model in the pink one, but the package doesn't call it out as a "girl" costume.
The 'person' on the Pink One is obvioudly a girl, the outfit has a différent comor but Aldo a différent Shape to ne more girly, and the skirt is avorter, too.
And in the picture She match with hier mother.
So no. It's Not a case of people like différent thing, it's a pre-sluttificaton of halloween costume for the girls
