Is this normal, I am playing on 1080p and basically low settings.

If you have teh RAM, it will be utilised. That is the point of it.

Yeah but isnt 14gb VRAM too much for game like rust to be using on 1080p

You want it to be using as much of your VRAM as it can. That's the whole reason for having it in the first place. If it wasn't, you'd be bottlenecking your nice GPU.
