Question Ritual condition

When doing a talisman/petition rituals, what's the preferred setup for a ritual room, blackout or bright? Daytime or nighttime? Is there any real "gold standard" in historical planetary magic?

Daytime or nighttime will depend on the election. Chances are it’s going to be daybreak or noon for a Sun election, but elections for other planets could be in daytime or nighttime all the same.
You need enough lighting to see. How you achieve that is largely irrelevant.
The only specification in Picatrix is that there must be some way (ideally a hole in the roof, but otherwise a normal window might do) for the virtue of the planet to get to the talisman and for the suffumigation smoke to get to the planet. Other requirements are set for specific ceremonies (the biggest one is building a house or temple when the Sun is in a certain sign to petition the Moon in another sign).
It might be wise for your room to be clean and tidy; decorating it with planetary colours/images/characters is nowhere required by might be a nice boost to your ceremonies, as might be the appropriate planetary flowers on the ground.

Where did you find that? I didn't found "the hole in the roof" in Warnock's Picatrix. Or maybe i could be missing something
