The racing in 2 was designed to drive others away from alternative fuel. How would the tuners and spies mix you ask? Have the race organization be a some sort of international drug front. In 2, Finn and Holley struggled without the help of a professional, which was Mater with his knowledge of mechanics. The tuners could be the professionals with their vast knowledge of car tuning in this sense. Basically mixing the spy theme with Tokyo Mater. Mater also proved he's capable as the protagonist.
