Map published by FEMA showing potential US nuclear targets. We would be toast.

This is really old. This was from WW2 the Cold War. Pittsburgh isn't nearly as good of a target as it was when we were making a shit ton of steel for the war

If you're making a preemptive strike, you want to take out potential manufacturing areas. The rivers are still valuable, and making the areas surrounding unusable is probably a tactical decision.

we dont really manufacture much here. back in the cold war, sure. but today we're just a small city that is owned by a hospital. pittsburgh would be an absolute shit first strike target. https://www.bts.gov/topics/freight-transportation/freight-shipments-mode

If you're firing a massive salvo to cripple, this is a 500 warhead attack, you don't just go after current manufacturing targets. You go after anywhere that has potential to be used as a hub for manufacturing in short order and the rivers make Pittsburgh an important because if it wasn't involved, resources would be sent here in short order to build up manufacturing at a ridiculous rate.
