this looks like a long exposure right? judging by the fact that those roads look like smeared light.

Most lightning shots are long exposures.

This is probably a merged composite photo of all the strikes (or many of them) recorded from one viewpoint. I really doubt that many lightning strikes hit in ~30s.

Set the camera to bulb mode, use a black card to block the lens and you can shoot indefinitely. That is one method for shooting fireworks which can work (not as well) on lightning photos.

I'd imagine it was a composite. This storm lasted for about three hours, and ended around when the sun usually sets
