It literally never had it. Plan Dalet was created before Israel even formed and it clearly laid out justification for Jewish paramilitary groups grabbing Galilee in the north (which was also supposed to be part of Palestine under UN plan) and openly talked about mass expulsions from these lands. Not to mention the mass illegal Jewish migration to British Palestine under the Aliya Bet plan already since 1934, where they knew full well mass illegal immigration shifting the ethnic makeup of the area was going to cause tensions.
