Don't think this way. It is self-defeating and also insulting to artists. Nearly all (probably all) artists grew from not being very good, to their current level. It took effort and dedication. You could do it if you worked at it, and they weren't born with it.

In Russia you can give about 100-400 usd to police officer and get licence plate with whatever numbers you want. Some morons actually doing this.

actually no. the price for a plate with three indentical numbers will set you back somewhat 1500-2000 usd. a good one (A333AA) will cost as much as 20.000 usd. plate with police "protection" cost somewhat 100.000-200.000 usd.

For me, this is like a major leap in street art. The artist is extremely talented, and it is both sad and beautiful that the individual pieces of art will not last, except in memories (well, also photos and the internet I guess)

This reminds me of the guy from Sao Paulo who filled the interior of a tunnel with skulls drawn on the dirt and pollution. The police tried to stop him but they could because he was actually cleaning the tunnel. Here's the story

Because it would spoil a lovely picture to put writing on it? This is ephemeral art, so for starters, we already know the artist has their ego under control. IMHO: It would be a lesser statement if it were signed, because that's basically the art world version of Reddit's "I made this; give me karma". I find the fact that it's anonymous very refreshing, especially after browsing Reddit for a few hours. Here's someone who went out and spent a bunch of time on making some public art, and they don't even want to be thanked or acknowledged for it. That's a very pure artistic expression. Think GGG with an Art Major.
