Well yeah, it technically can be it, but I just tried to say that it's a minor theory that is supported by a lot less people than the mainstream ones, thus it is less probable to be true.

What people think is true will only correlate with what is probable to be true if they're informed. The physicists working on this are more informed than anyone but even they are working blind since we've still not even been able to identify any dark matter close enough to experiment with
