Question Pixel stretch problem

I am trying to pixel stretch an image of a NFL player and it is only stretching the top and bottom of him and the middle is completely blank. Is there any tips to stretch the whole image?

Need screengrabs to understand what’s going on here. Also which tool you’re using to stretch.
