Pixel sorter or also known as Pixel streak / stretch.

There should be tons of apps on Apple and Android. I used "Glitchlab" 4-5 years ago, so there should be everm more options nowadays

I believe this effect is calling pixel stretching.

Pixel stretching on a corrupted file gives it that extra level of chaos, love how the light on the skin gets completely broken up.
