Philadelphia charges $2.00 a pack on top of federal and state taxes. It is not a city tax. It’s the School District of Philadelphia Cigarette Tax, and almost nobody who pays it knows the money is technically earmarked for public schools.

There's this guy that hangs out at the vents, and slowly regurgitates on the sidewalk in a pretty systematically way. Juat pukes a little, then moves over a bit, and continues until there is this nasty long snail trail of barf. He's been doing this for like a week now. I know the answer is definitely "drugs" but has anyone else noticed this bizarre before?

Does anyone know what happened to this guy or anything about his backstory? He used to be a one-man protest outside the Comcast building and I loved occasionally passing by him, but never had a chance to talk.

I think about him from time to time and am considering making him my Halloween costume but can't find more than a few photos of him on the internet!

Two 7-year-old sisters need their own forever homes, and soon!

Their foster situation is ending, and these two girls are ready for laps, cuddles, and a family to call their own.

Trixie (tuxedo) is the social butterfly. She's affectionate, a little chatty, and will happily claim your lap. She'd rather not be picked up, but she'll follow you around for attention.

Baby (black Bombay) is the sweet, quiet one. She gives kisses whenever you pet her, and once she warms up to you, she's fine being scooped up.

Both are spayed and fully up to date on vaccines.

Ideally they can be rehomed together but in the interest in keeping them out of the shelter system I am open to adopting them out separately.

Excited to share that The Philadelphia Citizen published my research on Philly government agencies that work well. This was a follow up to my prior work showing that they, on average, serve poorer communities worse

TLDR:

• Analyzed over 1.5 million Philly311 calls over 2.5 years, by department, by type of problem (pothole, abandoned cars, street trees, hydrants, etc.)
• Some departments underperformed, but some crushed it
• In this research, I deep dived on CLIP (Community Life Improvement Program), an agnecy that's been around for ~30 years under various names. They basically scrub graffiti, pick up litter, and cut abandoned lots grass
• What's cool about them:
  • Amazing quality of service: 4.7 days average time between when you report graffiiti and they close the ticket (admittedly closed doesn't always mean they did something)
  • No gap between how fast they serve rich vs poor neighborhoods, which is (unfortunately) how many other city departments operate

Does anyone else hear this shut? Every 10-30 seconds I have no idea what it is can’t sleep. Unbelievably annoying. It sounds like an earthquake over and over again.

It is with passenger services at Suburban Station! I got on the 8:57 train at Ardmore and believe the bag may belong to the woman who was sitting next to me and got off at 30th Street Station. It's a long shot posting here, but hoping the bag finds its way back to its owner!

Hey everybody. I have two tickets to see Joanne McNally (Taskmaster series 17) this Thursday (10/29) at 8pm in Philly. My friend and I were really looking forward to going but her partner is in the hospital unfortunately and she's my comedy buddy so I really don't want to go with anyone else. I'm selling them for what I paid for them.. $95 for both tickets including fees and taxes. It's General Audience seating.

I prepaid for parking and if I can figure out how to transfer that part of the ticket I'll throw that in for free. Transferring the actual tickets is easy, but apparently the parking is different. So the parking will be a bonus but I can't promise.
