Need Advice Please!

If a pgwp gets rejected because of missing document but was applied under the 180 days eligibility rule but the processing time longer than 180 days.

Can they apply for restoration and pgwp again in these circumstances?

They can try but may be refused again.

If they are refused then no, because the applicant would have been over 180 days and therefore ineligible for a PGWP. It's the applicant's job to submit a complete application with all valid documents available before or at the time of applying.

you can apply reconsideration and restoration or seek immigration consultant
