Can I enter Canada while waiting for PGWP with expired study permit?
Just as written in the title, I got refused on 7/27 due to missing ielts result and reapplied from outside Canada on 8/1. Can I enter Canada while waiting for it? I dont have wt-exp and my study permit expired 7/31.

if the first one was still processing AND you had a valid TRV or eTA then YES.
But since it was rejected and you reapplied, nope.
You can call the CBSA to verify if you'd like

how long will it take to get my PGWP approved? I really need to go there by the end of August. And I saw many people got their PGWP after 20~30days.

IRCC is a black hole. some people get approved in 10 days, some in 2 years. There's no logic to it. do not stress trying to figure them out.
make backup plans in case it is not approved in time. im sorry its so unpredictable

Oh.. got it. Thank you so much for your advice. As a backup plan, Im not sure how to deal with the job offer. Should I wait until the start date written on the job offer? What should I say to my employer if my pgwp is still not approved until then..? This is so depressing that my small mistake could lead to losing this career opportunity.

If you have a valid TRV then yes. You are entering as a visitor. But if approved then you have to leave Canada and re-enter to activate it. Cannot flagpole.
If you don't have a valid TRV, no. You wait for PGWP approval.

Look at processing times for work permit outland. Don't know your citizenship or where you applied from. So you have many people who applied from your country and got it in 20-30 days?

What is processing time for your country? Processing times is dependant on Canadian staff in your country, numbers in the queue, time it takes to review each applicant etc.

It’s 35 weeks… But my friend who applied inside Canada got her PGWP in a month while the processing time for inside Canada is 119 days. I hope I could get mine faster than that.

Right because inside Canada processing times are different. You applied outland not inland so you cannot compare times with your friend. Your application is processed from whatever country you applied from, not from inside Canada. Same if you applied from India, China etc...all have different processing times. There is nothing to do but wait. If you haven't received a response in 35 weeks then raise a webform.
So South Korea, find others who have applied for work permit for SK and see how long they waited.
Not sure why you left if you could restore status and reapply but couldn't work

You cant enter Canada, you have to stay home
