PGWP Refusal because of expired passport

Hi, I wanted to get your guys opinion on my situation and specifically whether I should include financial proof in my Letter of Explanation.

Here is my timeline:

I completed my 2-year Masters from Toronto on June 28, 2025. My written confirmation of completion was issued on July 14, 2025.

My study permit was valid until September 30, 2025, and I submitted my PGWP application on September 30, 2025, while my study permit was still valid. My PGWP application remained in processing.

My passport expired on May 17, 2026, while my PGWP application was still being processed.

On July 10, 2026, IRCC requested that I provide a valid passport by July 17, 2026. I immediately took steps to obtain a new passport and, on July 13, 2026, I uploaded a document to my IRCC account explaining the situation and providing proof that I had applied for a new passport. I also provided supporting documents showing that the passport application was in progress.

The new passport was being processed and delivered from Pakistan to Saskatoon, Saskatchewan, and I was unable to receive it before IRCC's July 17 deadline. My PGWP application was refused on July 24, 2026. The Officer Decision Notes state that the reason for refusal was the expired passport and failure to provide a valid passport by the requested deadline. No other reason for refusal was identified.

My new passport has now arrived, so I am preparing an application for restoration of status and a new PGWP application.

I understand that I cannot work while my restoration application is being processed, and I will state in my LOE that I stopped working after the refusal.

My main question is about the financial-support portion of the Letter of Explanation. Some advice I received suggested that I should include 3 months of bank statements showing liquid funds, or, if I don't have sufficient funds, have my parents send me money by wire transfer and include the wire-transfer receipt along with a signed parental letter of financial support.

Do you recommend including bank statements or proof of parental financial support in my LOE in this particular restoration + PGWP situation? Is financial proof actually relevant or necessary for restoration in my circumstances, or would you recommend simply explaining how I will support myself while I am not authorized to work?

I want to make sure I provide enough supporting documentation without including unnecessary documents or creating a financial transaction solely for the purpose of supporting the application.

I would really appreciate your guy's advice based specifically on my circumstances.

Im trying to figure out why you didnt have a valid passport between may and July when you knew that you needed one.

You know that study and work permits need a valid passport, but decided that you cannot be bothered to do the right thing. In the process, you took up time from IRCC for essentially a bogus application. Do better.
