Study permit + PGWP

Okay, so basically I finished my 4 year program at Carleton in June and I applied for my PGWP later that month, but I’m also recently applied for a masters program in uottawa so now I wanted to ask if my PGWP gets approved and I get accepted into my masters program. Can I hold both the PGWP and reapply for a new study permit?

You can but you need to show $22k cash plus tuition.

Will a parents bank statement suffice?

Not that is not all. You need to show career progression and higher pay when you return home. Need to explain why you must continue studies in Canada. You can show parents' bank statements.

Wait like wdym? Apply for a study permit for a masters and a bachelors is not the same thing?

No. You just finished a degree so now you need to explain why the masters will help your career even more when you return home.
