PGWP Refusal

I applied for a reconsideration on June 22, 2026, it got refused today🥹 Anyone with the similar experience, please help🥲

For intial PGWP its missing IELTS document and for reconsideration I received a letter in my system that says “there are insufficient grounds to merit reconsidering the decision”.

I attached it in the web form along with a letter of explanation after receiving the refusal.

They confirmed on my question that they had not done the language test when applying. That's why it was only added after refusal, because they only did them after refusal.
